Mr. Salman Ali Al Faraj a Saudi citizen was
born on 11/23/1979 (33 years and 10 months old), lives with his family in the
city of Awamia, in the region of Qatif where he was born. Mr. Alfaraj completed
his studies until middle school, then work in the private sector. Mr. Alfaraj
is married and has two children (Abdullah 7 years, and Mohammed 3 years).
He found himself included on the list of
twenty-three on the background of the events that began on 17/02/2011 in the
province of Qatif and other cities of Saudi Arabia. The Saudi Interior Ministry
issued on 02/01/2012 a list of the 23 required [1], that
surprised the Saudi society, as well as Salman and his family, and found the
next day of the announcement of the list his image topping the front pages of the
official newspapers , which published the news extensively, including according
to a statement the Saudi Interior Ministry variety of charges: (Their
actions have been despicable in mob gatherings, blocking traffic within the
neighborhoods, and damage public and private property, and possession of firearms
illegally, and opened fire on citizens and security men, and concealment
of innocent citizens and try to drag
them into confrontations absurdity with security forces in implementation of
foreign agendas) [2] ,
which were attributed to him before any investigation, in violation of a numbers
of systems local and international.

What Mr. Alfaraj has done peacefully move to
claim his rights guaranteed in the international law, where the Universal
Declaration of Human Rights, in article 20: (Everyone has the right to
freedom of peaceful assembly and association), and as provided for in
paragraph 6 of Article 24 of the Arab charter on Human Rights: (freedom of
assembly and freedom of peaceful assembly), and these texts to give
legitimacy to what Mr. Alfaraj has done mobility peacefully. The Saudi Arabia’s accession to the Vienna
Convention on the Law of Treaties in 14/04/2003 in Article 11 of which states: (The
consent of a State to be bound by a treaty may be expressed by signature,
exchange of instruments constituting a treaty, ratification, acceptance,
approval or accession, or by any other means if so agreed). Means entered
into the above paragraph in the Arab Charter on human rights contained in the
Universal Declaration of human rights.
Despite this, Mr. Alfaraj found himself hunted
for arrest, without convinced of a legal interpretation of the reason to
include him in it, he comments on it saying: (There is no reason to put ours
name in the list, but because of the confusion and involvement with the blood
of the innocent has developed a list to paste all of their actions only
security required). Mr. Alfaraj adds: (the list was wrongfully and surprise to
us with unexpected, what have we done to place our names on the list).
The members on the twenty-three list are suffering
a loss of sense of security because of ongoing prosecutions; on 27/02/2012 they
raided the homes of two members of the list, Fadel Hassan Safwani and Morsi Ali
Al Rebh [3] ,
which later ended dead by Saudi authorities [4] .
On 29/07/2013 they raided the home of the
activist Abbas Ali Almuzare [5] a
member of the twenty-three list, also in the same Raid, they arrest six people,
four of his brothers and two others, and women were dragged to Awamia police
station which they were released at the same time. After this, on 05/09/2013 they
raid the home of Muhammad Isa Al-labbad [6] ,
which he is also a member of the list, underscoring the threat to Mr. Salman
Alfaraj.
In a related development in targeting Mr.
Alfaraj, the Saudi authorities have embarked on 25/09/2013 disturbing a
violation to his father rights, where his father was called up and exert
pressure and threats against him so he can hand over his son, according to a
news site (Awwamiyya on the network) [7] .
Mr. Salman Al-faraj, like the other young
people wanted in the list, signed by the economic and social damage to many, no
longer able to work or look for another job, because he is hiding and enforced
in order to protect himself from death or torture.

Increased penalty for Mr. Alfaraj peaceful
activism, the Saudi government is refusing to register “Mohammed” three years
old, Mr. Salman son in the system of civil status, despite several attempts to
register him, and thus deprive Mohammed of treatment at the government
hospitals, and cannot benefit from any other government transactions require
registration (Links on the News [8] ).
This is a clear violation of the commitment of
Saudi Arabia’s to the convention on the Rights of the child, ratified on
11/11/1995, as contained in the Convention multiple materials that are
accommodated by the authorities towards the child Mohammed classified in
violations of the basic rights of the child, including:
Article 2, paragraph 1: (States parties
shall respect the rights set forth in the present Convention to each child
within their jurisdiction without discrimination of any kind, irrespective of
the child’s or his or her parent’s or legal guardian’s race, color, political
or other opinion, national, ethnic or social origin, property, disability,
birth or other Status), and paragraph 2 (States parties shall take all
appropriate measures to ensure that the child is protected against all forms of
discrimination or punishment on the basis of the status of the child’s parents
or legal guardians, or family members, or their activities or expressed
opinions or beliefs).
Article 3, paragraph 2: (States parties
shall ensure that institutions, services and facilities responsible for the
care or protection of children by the standards established by competent
authorities, particularly in the areas of safety, health, number and
suitability of their staff, as well as competent supervision).
Article 7, paragraph 1: (A child shall be
registered immediately after birth and shall have the right from birth to a
name and the right to acquire a nationality and, as far as possible, the right
to know and be cared for by his parents).
Article 8, paragraph 1: (The states Parties
undertake to respect the right of the child to preserve his or her identity,
including nationality, name and family relations, as recognized by the law,
without unlawful interference), Paragraph 2: (If a child is illegally
deprived of some or all of the elements of his or her identity, States parties
shall provide appropriate assistance and protection with a view to accelerating
the identification).
Article 24, paragraph 1: (States parties
recognize the right of the child to the enjoyment of the highest attainable
standard of health and to facilities for the treatment of illness and
rehabilitation of health. States parties shall make every effort to ensure that
no child is derived of his or her right of access to such health care services).
Saudi Arabia is also a party to the (Covenant
on the right of the child in Islam) [9] of
the organization of the Islamic Conference (OIC) in 2005.

denies the charges:
After an Interior Ministry statement a few days
later Mr. Salman Alfaraj issued a statement denying mechanism of charges:
(In the name of Allah the merciful
And [remember, O
Muhammad], when those who disbelieved plotted against you to restrain you or
kill you or evict you [from Makah]. But they plan, and Allah plans. And Allah
is the best of planners.

I am the citizen/ Salman Ali Salman Alfaraj
I have been accused wrongfully by the Saudi
Interior Ministry and that the accusation is false and maligned.
I denied all the charges that the Saudi
Ministry of Interior has been framed me with altogether. Yes I have been
participated in a peaceful protest for a justice and decent living and a
rejection of injustice and discrimination fact on me and the people of my town.
I am 33-years-old, a Saudi citizen. I support
my wife and my two children; I do not have a specific financial source of income
invoke it on my pension and I see my country wealth enjoyed by those who do not
deserve it.
Like many others in this beloved country where
I spend most of my life in lease tenant, moving from one house to another and
the reason because I do not own house fixture in the country of vast desert
area. If found, it does not give us citizens!
These charges are only to stop us from the
demands of true and fair. Therefore, I accuse the Ministry of the Interior is responsible
for everything that happening to me from the consequences and damages of these
trumped-up charges to me which are not based on real evidence.
I appeal to all local and international
organizations of human rights and civil society, to stand and reach out to support
us. From the wrong that is happing to us.
I just want to remind in case I got arrested
and they publish any non-recognition of this for me, but it is a forced extract
under physical and psychological pressure from the Interior Ministry. However I
said that and God is my witness) [10].
